Waymo contacted police after its software detected a gun inside one of its robotaxis, leading to the arrest of two teenagers. The incident marks a shift in how surveillance works in autonomous vehicles: rather than police seeking footage after a crime, the company itself initiated the response based on what its cameras and software flagged. It also leaves open questions about what robotaxis record, how that footage is used, and what privacy riders should expect inside them.

Waymo's camera-equipped cars have already figured in debates over privacy and surveillance. Bloomberg reported that law enforcement agencies have obtained search warrants for footage captured by its vehicles, including a 2025 case in which the Los Angeles Police Department obtained video of a hit-and-run recorded by a nearby Waymo. During anti-ICE protests in Los Angeles, five Waymos were vandalized and set on fire amid questions about whether the vehicles were capturing images of protesters that could be used to identify or arrest them. Waymo does not publicly disclose how many law enforcement requests it receives or how often it complies.

The concerns parallel criticism of Flock's automated license-plate reader network, which has given police the ability to track cars across jurisdictions and prompted fears about government surveillance and misuse. Unlike fixed Flock cameras, Waymos move through cities with cameras both outside and inside. Bob Somers, a former engineer at autonomous vehicle company Zoox and a technical adviser to the AV-safety nonprofit SAVE-US, said he would expect Waymo's system to look for a range of potentially dangerous weapons and behaviors. The software may not need to be certain it has seen a firearm, he said, and could instead flag something that resembles one so a remote operator can review it.

Phil Koopman, a Carnegie Mellon University professor emeritus who researches autonomous vehicle safety, said computer vision systems can be trained to recognize objects and potentially dangerous situations, and that if a computer can be trained to drive, it can be trained to decide whether someone is holding a gun. He added that such systems are never completely accurate. That is where human review matters: a human taxi driver has context from the whole ride, while a remote reviewer may not. Waymo says its interior microphones are generally active only during Rider Support calls or when riders enable them. As of earlier this year, Waymo had about 70 remote assistance agents on duty at a given time in the US and the Philippines.

Waymo's public camera policy says interior cameras can be used to check that in-car rules are followed and to promote safety and security, and that Waymo Support may review recorded video after an issue is brought to its attention and access live video during a trip in urgent circumstances. The policy says Waymo may share certain data with law enforcement to comply with legal requirements, enforce agreements, or protect riders and others, but it does not state that automated monitoring inside the vehicle may lead Waymo to contact police. Hayley Tsukayama, director of state affairs at the Electronic Frontier Foundation, called the policies very broad and said riders should not have to infer from language about safety and security that their behavior could bring a police response.

The episode raises a basic question about what kind of space a robotaxi is: a ride with safety cameras, a continuously monitored space, or a system that can call the police on its own passengers. Robotaxis are already appearing as villains in Road Rage, an upcoming short film about a driverless car that turns against humans, one of whose ideas is that a robotaxi could act less like transportation and more like law enforcement.
